There is an article on Stuff. co.nz.
It is about a group of rather unsavoury people preying on the stupid and the lazy.
It tells of a business that sells goods at seriously inflated prices by simply being where those people live/congregate.
It also tells of the Sallies moving to join, in fact challenge those merchants.
The government, meantime, is trying to stop this industry through punative legislation.
It won't!
The government would do better by emulating the Sallies and joining the competition.
Allow me to explain: The business is selling goods out of a truck on the streets.
Often the goods are sold on credit with some rather nasty terms and often nastier consequences if those terms aren't met.
The customers are often the lower classes.
I have stated above the customers targeted are the stupid and the lazy.
Not quite true unless you count the deliberately stupid and the professionally stupid who gain something for nothing by acting stupid but the lazy are exactly that:
Too lazy to earn a living, too lazy to improve themselves, too lazy to look after their progeny - who exist only as a reason to get more without earning or deserving it.
Too lazy also to use their days and days of spare time actually travelling a short distance to the local shops to purchase items they need at competitive prices.
It is because of this laziness that the government measures won't work, although they may drive some of the trading underground.
These people (the customers) have been given everything they want for nothing, most of their lives and have got used to getting it.
They, despite their pretenses, are not stupid, they know that the truck prices are grossly inflated.
These people know every bit of charity, every bit extra benefit and every hand-out they are "entitled" to, including each and every bit of legislation with dates and enabling pollies that gives them these entitlements
They also know they can purchase from the trucks at their gate at ridiculous prices and when they have to start paying for these goods they only have to cry to the myriad of (mainly tax-payer supported) agencies set up for exactly that situation and the debt will go away.
Again they will have got what they want for nothing.
