Recognition

 The nominal head of a leaderless committee, known (jokingly) as the Prime Minister and elected only by a very small group of people (the National Party executive), has decided New Zealand will "recognise" the non-existant (both in fact and historically) "Palestine" as a state.

The man represents probably less than 1% of New Zealanders. 

Is this legal?
